In the framework of the agreements reached at the Third National Assembly for Water and Life, held in the town of San Gregorio Atlapulco, Xochimilco, CDMX, we, the peoples, neighborhoods, organizations, networks, collectives and communities that compose it, declare: That the war we face throughout all national territory, is directed and executed by Andrés Manuel López Obrador, “Supreme Chief of the Armed Forces” and head of the Federal Executive, with the objective, to guarantee and safeguard the interests of big capital, the interests of the holders of power and money, and the impunity with which the Mexican narco-State operates.
